As energy declines and tempers become unstable in making both ends meet for Palaro 2013, the smiles, taps on the shoulders, and thumbs up offer comfort and console worn out and tired spirits. Yes, weeks and months of preparations by the host, from the secretariat to the chair and members of the various working committees, the “Bayanihan” spirit is evident.
This big event paves the way for repealing forces to unite. It builds bridges for people from different places in the archipelago. The people of Negros Oriental are bound to offer the best they can for memories of the Palarong Pambansa 2013 NegOr Edition to last.
Big or small, every entity is a part and parcel of the accomplishments NegOr will harvest. The Provincial Government has mobilized its resources and manpower with the city government lending a hand to backup. DepEd maneuvers directly the job orders finding a way to make our guests from the various regions comfortable in the billeting quarters and the playing venues. Region VII with all its tandem divisions have been doing the best they can to iron out creases and folds. DepEd NegOr, manned by leaders whose tolerance to pressure is incomparable, has mobilized its constituents to give the best they can for the success of this one-time biggest annual event.
NegOr had proven its worth as host. Positive and negative feedbacks are inevitable. Positive feedbacks increase visibility and push us to work harder and better! Negative ones tell us to do something to fill in the gaps. Whatever! The only thing we are proud of is that everybody’s working to offer our guests and visitors the best. If our best is not enough, we cannot do otherwise but we are happy indeed to have served you.

CVRAA Futsal Girls win over BRAA‘s, 3-2
Elementary female athletes from Central Visayas (CVRAA)and Bicol Region (BRAA) vied in a demonstration game for an indoor football sport, Futsal, last April 24 at Sibulan Covered Auditorium.
At the end of the second half period, the two competing teams tied up to 1-1 which resulted to a penalty shoot-out, a method used to decide which team progresses to the next stage of a tournament (or wins the tournament) following a tied game.
During the shoot-out, CVRAA’s Futsal athletes scored 2 goals that made the final score 3-2.
Marie Jean Ariel and Honey Mae Chomason of the Philippine Women National Futsal Team served as Technical Officials.
“We expected to win over the Bicol Region but during the game, I know it’s not easy to win. Bicol plays very good in Futsal, I appreciate…the skills are there although they are not too fast, but the skills are there…I really appreciate it.” said Coach Andy C. Mananquil of Futsal Elementary Girls Team from Central Visayas.
Unlike Football, aside from it is played outdoors by 11 players per team, Futsal is played by 5 players, including the goalkeeper.

Pacheco breaks record in javelin throw
The secondary level boys distance record for the Javelin throw was broken by Bryan Jay Pacheco from CLARAA (Central Luzon Regional Athletic Association) last April 23 at the Perdices Oval, Dumaguete city.
The previous distance record of 51.51meters,held by Danilo Abarra from R1- IRAA (Region 1 Athletic Association) was broken by Pacheco with the distance of 57.81 meters – 6.3 meters longer compared to the previous record.
“I did not expect this [winning first place]… All I was aiming for was to be part of the magic three. And there it was, just like that, and then I got the first place”, said Pacheco.
This year, being his third PalarongPambansa participation, Bryan Jay also garnered the silver medal for shot-put and gold for discus.
“I gave him the rigid training… he was barely able to rest... because our target is to beat a record… It paid off, our training was a success”, said Bryan’s coach, John Basco Bunlao, when asked how his athlete achieved the event.
Bryan Jay, 16, is an incoming fourth year student of Baler National High School.Next year being Bryan Jay’s last year to participate in the Palarong Pambansa, he plans to break his old record.
“I am planning to beat my record title this year when I join next year’s Palaro”, said Pacheco.
Apart from the accomplishment of the team, the Central Luzon coach of the athletics wishes success for his team as they continue to compete with the other participants in the games.

Longboarders race for Peace
Longboarders raced at the streets of Dumaguete City last April 24, 2013 for PUSH for Peace, an event in line with the Palarong Pambansa 2013.
PUSH is a longboarding competition which consists of a 6-kilometer longboard race and a freestyle competition for male and female category. Registrations for the race started last April 10-24, 2013. More than 50 longboard enthusiasts joined the competition hailing from Cebu, Siquijor, Bais, and Bayawan.
Event Director, Aljohn R. Salvoro said that the goal of the event is to advertise or to spread the idea of longboarding because it is an affordable means of transportation which can lessen the pollution in the city, as well.
Winners of the event will receive medals, certificates, cash prizes, and minor prizes from some of the sponsors. The top three winners for the male category are Crispin Agonon, Antonio Buenavista and Mitch Adriane Palanang, respectively. The top three winners for the female category are Encii Briones, Esther Luz Pis-an, and Rosa Victoria Pinero, respectively.
The winner for the freestyle competition which will receive the best trick award is Crispin Agonon from Dumaguete City. Winners for the race and Best Trick Award for the freestyle competition will be awarded on April 26.
Encii Briones, the winner for the female category race said, “It feels good and maka-proud (I feel proud) because for months of longboarding, now I am able to reach this achievement.”
Palaro General Events Director, Adolf P. Aguilar, said that he has been seeing these young people who are so enthusiastic about these boards. He added, “It is better to see them this way than being in disco bars. It is better to support clean fun for the young people.”

DepEd NegOr performs
Despite the distance from their hometown to Dumaguete, students and teachers from different cities and municipalities in Negros Oriental came to perform and show-off their talents for the Cultural Night led by the DepEd NegOr last April 24, at the Ninoy Aquino Freedom Park.
The said event does not only showcase some of the talented students and teachers around the province but also brought back every one to their own cultures. “We need to look back and revisit our past…our culture,” said Dexter Aguilar, Assistant Schools Division Superintendent in Negros Oriental, during his opening remarks. Aguilar also said that peace and unity can only be achieved once we consider our identity as Filipinos.
The participants performed not only the modern styles but also the traditional styles, such as, Kuradang, Kiriwkiw, Polka Biana, and Karatong & Oasioas, to name a few.
One of the performers of the said event, Jezer Rae Rodriguez from Mabinay and member of Fantastic Force Mabinay, believes that through this event, one is able to promote peace and progress to all people because everyone is united. “The performance symbolizes and depicts good values that we Filipinos are known for,” Rodriguez said. Furthermore, Lornie Remollo, Rodriguez’ friend, and fellow dancer, said that the show allows them to share their skills in dancing. “We want to show it to the people that even though we’re gays, we’re also talented,” Remollo said.
Among those who participated were the students and teachers from Tayasan District, Sta. Catalina Central School, Negros Oriental High School, Siaton Science High School, Siaton West District, Amlan District, Zamboanguita District, San Jose District, Palinpinon Elementary School, Mabinay II District, Bacong District and Basay District.

NCR AND CENTRAL LUZON SWIMMERS BREAK RECORDS
Catherine Bondad of NCRAA and Barreto, Rafael of CLRAA, both break the record in the two different swimming categories—100 LC Meter Backstroke and 200 LC Meter Freestyle, respectively.
Bondad, 14, beat the 2008 record of Dorothy Hong, from 1:07.94 to a new record of 1:07.47. She both competed and both won gold medals for the two categories in the Secondary Level: 400 LC Meter Freestyle and 100 LC Meter Backstroke.
Rafael Barreto, 12, competed for two swimming categories in the Elementary Level—200 LC Meter Freestyle and 50 LC Meter Butterfly— and grabbed the gold medals. Barreto broke the 2009 Omar Philip Dacera’s record from 2:09.33 to a new record of 2:08.12.

The Ancient Sport of Wushu
Two thousand five hundred years ago, at the end of the Eastern Han dynasty, an exercise imitating the movements of animals was created by a medical doctor named, HuaTuo. His exercise made an enormous influence on the Chinese martial art, Wushu.
The contact sport and exhibition, Wushu, which literally means “martial arts” (Wu: military or martial; Shu: arts) or popularly known as Kung Fu is an old form of self-defense in ancient China. But for the Chinese people, it is not just a form of self-defense and sport; it is a big part of their culture and history.
In the year 1949, Wushu was developed in China. Today, in the world of sports competition and in the modern age, it is now also called Contemporary Wushu, in which it was made famous by grand master Wu Bin who trained Asian superstar, Jet Li and other winners of the World Wushu Championships. This competition started in the year 1991 and the first ever Wushu artist to win the competition is Yuan Wen Qing of China.
As the sport evolved in its origin country, Chinese people who travel around the world have shared this amazing sport to every place they go. Today, there are 88 countries who play the sport. As one of the neighboring countries of China, we were able to witness this sport's uniqueness. In the Philippines, the Chinese martial art was first introduced in the year 1936. During the 1960’s, Filipino interest in the Chinese martial arts skyrocketed and Wushu clubs started sprouting in the country. A group of martial arts enthusiast came into our country in the year 1987 and organized a group which is called Wushu Federation of the Philippines, Inc.
The sport is categorized into two—the Taolu and Sanda. Taolu focuses on the basic movements such as the kicks, punches, balance, sweeps and throws. The Sanda is similar to another form of self-defense called Muay Thai. This category of the sport is influenced by traditional Chinese boxing and wrestling methods with grappling techniques. Sanda, is an all-in-one aspect of combat in Wushu.
As years go by, the sport spread as fast as lightning in the Philippines. It became popular to students who loved martial arts and were fascinated with the movies of Jackie Chan, Jet Li and Bruce Lee.
This year, the Department of Education added Wushu in its demonstrative sports participated by secondary boys and girls. President Benigno S. Aquino III declared August as Wushu Month this year. This is to promote the sport in the whole country. Resilient Northern Mindanao routs Ilocos Region 10-nil
Northern Mindanao dominated Ilocos Region in the Secondary Football boys category with a final score of 10- nil at Silliman University Cimafranca Ball field last Tuesday afternoon.
Boasting a few players who are part of the little Azkals, Northern Mindanao was favoured to win. Jeremiah Borlongan, who played for U-14 Philippine National Team, scored an impressive five goals completing a hat-trick.
In the first half, Northern Mindanao controlled the game with their effective 1-2 passing in mid field. Ilocos Region had no choice but to defend and looked for chances to counter attack.
It was a dominating performance as they continued attacking and pressed forward. A superb through ball from the middle to Northern Mindanao’s Jumo, wearing number ten, displayed an impressive finishing and gave the team’s first goal in the ninth minute. A few more “tiki-taka” passing paved way for Bolongan to curl a strike to the far post to secure his team’s second and his first of five.
As the time continued to run, Northern Mindanao displayed amazing ball possession which gave them four more goals to finish the half with a score of 6-nil. Four of which were scored by Borlongan.
When the second half began, many were expecting the same, but half time pep talk gave Ilocos Region motivation to get into the score sheet.
While Northern Mindanao was comfortably carrying the ball, a slight mishap of concentration gave Ilocos region a few chances to pounce and attempted a few lob passes on goal to the Northern Mindanao’s keeper. The keeper was equal to the chance.

A superb through ball from the middle to Northern Mindanao’s Jumo, wearing number ten, displayed an impressive finishing and gave the team’s first goal in the ninth minute. A few more “tiki-taka” passing paved way for Bolongan to curl a strike to the far post to secure his team’s second and his first of five.
As the time continued to run, Northern Mindanao displayed amazing ball possession which gave them four more goals to finish the half with a score of 6-nil. Four of which were scored by Borlongan.
When the second half began, many were expecting the same, but half time pep talk gave Ilocos Region motivation to get into the score sheet.
While Northern Mindanao was comfortably carrying the ball, a slight mishap of concentration gave Ilocos region a few chances to pounce and attempted a few lob passes on goal to the Northern Mindanao’s keeper. The keeper was equal to the chance.

As actions in the Palarong Pambansa 2013 goes full blast today, medical cases are noted to be mounting from sprains to serious injuries according to Dr. Triffony Luchanaof the Department of Health Dumaguete.
Fortunately, Palarong Pambansa Medical Team is ready twenty four hours for any medical cases and incidents that athletes, officials, coaches, volunteers, and staffs might encounter during the whole duration of the national event.
Every venue has corresponding medics assigned to assure immediate response for accidents during the week-long event. Five to seven nurses are on duty at the Palarong Pambansa Medical Clinic every shift. There are specific doctors for different illness and injuries.
Beds and mattresses are also available in the clinic. The Palarong Pambansa medical clinic also has ambulances available for the patients’ convenience. X-ray and laboratory examinations are done at Atong Laboratory, across Negros Oriental Provincial Hospital. If there are cases that need better attention, patients are brought to Negros Oriental Provincial Hospital for them to be treated.
As of April 23 in the morning, there were already 73 incidents recorded by the Palarong Pambansa Medical Clinic. Cases have been classified to be mostly sprains and diarrhea (LBM) since yesterday. Several athletes have also been admitted due to fractures among others.

As part of the special events for the Hayag Palaro 2013 series, the Department of Education, Dumaguete City, showcased some of the talented students from the different colleges and universities around the city, last April 23, at the Ninoy Aquino Freedom Park.
Despite their hectic schedules, the Department of Education faculties and coordinators were still able to organize the said event and unite all talented Negrenses to perform various song and dance numbers on stage.
General Events Coordinator for Palarong Pambansa and facilitator of Hayag Palaro 2013, Dr. Nichol Elman said that aside from sharing and exposing the ‘God-given talents’ of the performers, he wanted to convey it to the audience that everyone should appreciate his culture through arts. Also, the said event serves as an avenue where the performers will be able to enhance their level of confidence. “We want to let the whole Philippines know…that we do have our talents, and we can entertain our visitors here,” Elman said.
In addition, Elman said that the show is also a way for showing camaraderie to all delegates, guests, athletes and parents who visited the city and the province. He added they’re very much welcome for being here. According to Elman, catering shows like this will help strengthen the relationships between the public officials and the private sectors.
Aside from the students, the teachers from the Department of Education cooperated and performed throughout the night. Among those who performed were elementary, high school and college students coming from all major universities and colleges in the city, namely, Foundation University (FU), Silliman University (SU), Negros Oriental State University (NORSU), St. Paul University Dumaguete (SPUD), and Colegio de Santa Catalina Alejandrea (COSCA).

NORSU offers diverse cultural numbers for Hayag Palaro 2013
Negros Oriental State University presented diverse cultural performances which highlighted the KABILIN Dance Troupe, KABILIN Symphonic Band and the KABILIN Choir last April 22, 2013 at the Ninoy Aquino Freedom Park for Hayag Palaro 2013.
The KABILIN Dance troupe opened the show with the dances of the Cordillera Suites that features dances from the mountainous regions of Northern Philippines. The troupe also closed the night with Sayaw sa Bangko (dance on a bench). The dance made the audiences scream out of worry and excitement as the girl hops from one bench to the other.
Completing the show, the KABILIN Choir and the KABILIN Symphonic Band harmonized as they performed popular songs such as The Prayer, Don’t Stop Believing, Phantom of the Opera, and the all time Cebuano song Usahay. The band and the choir also performed one of the most popular classical pieces Carmina Burana.

Aspiring boxers face-off for the first time
Hordes gathered at the Robinsons Place Dumaguete main atrium last April 22 to witness the first session of bouts of the boxing matches for this year’s Palaro. For the past few years, every boxing match draws in crowds of people in every small corner of the country. And it started with one man who is recognized and respected by people from all over the world—Manny Pacquaio. Because of his rise to international fame, another “B” sport has become a part of every Filipino’s favorite past time.
Hoping to follow the footsteps of now internationally-recognized Filipino boxing greats like Pacquiao and Donaire, young boxers from the different participating regions of the country faced each other in the ring to fight towards getting the top awards.
For the Kids Minimum weight (34kg) division, the victors are the following: Jimwell James Cerro (NCR), Ed Shrinetumapon (Region 10), Marc Alias Eleazar (Region 4-A), Najer Alamada (ARMM), Jhoney Tante (CARAGA), Lloyd Jabez Antoque (Region 7), Dennis Rivera (Region 4-B), and Roderick Masangkay ( Region3).
In the School Boys Mosquito weight (40kg) division, these are the athletes who are moving on to the next round: Aruel Jude Rendon (Region 6), Felmar Antiga (CARAGA), Clint Gersale(Region 7), Gerald Bayagen (CAR), Nawap Makungay (ARMM), and Jerici Flaviano (NCR)

It’s in the Blood
Despite what some may say that sports runs in his blood, sixteen year-old Bryan-Jay S. Pacheco believes that getting into athletics events like shot put, javelin, and discus was merely on a whim. Getting into the three sports events in 6th grade after being urged by his friends to join their school varsity team, what started as a game for fun quickly turned into a serious passion.He went on to grab the third place in javelin upon his first entry into CLRA (Central Luzon Regional Athletic Meet) that same year. In the same competition the following year, he went on to win the top prize in what he considers his forte event.
In the years that followed, the young boy developed a strong personal dedication to be the best in his sport. It was in his third year in high school when he joined the Palarong Pambansa for the first time where he brought home two golds—one for discus, and one for javelin—and a silver for shot put. Under the supervision of Joyce D. Galura for two years in Palarong Pambansa, Bryan-Jay hopes that this time around, he will grab the top prize for all three events.
Juggling three events in athletics while aspiring to be the best can’t be an easy feat, especially for a teenager who has to juggle school and training. So how does a young athlete like Bryan-Jay persevere? “Discipline and dedication,” is his simple answer—his two primary ingredients, so to speak, in working towards his goal. On school days, he wastes no time and directly proceeds to training after class for one hour to three hours with his local coach.
Being an athlete takes so much time and effort. So it helps that, coincidentally, both his supportive parents were also former athletes in the same events. According to Galura, Pacheco’s father went with him to Pangasinan for Palarong Pambansa 2012. His father also observed him during his trainings and gave tips on how he can improve his techniques.
This year, Palarong Pambansa has new incentives for its athletes who will bag the top prizes. For athletes like Bryan-Jay who are aiming for 1st place, a scholarship to one of the schools that are scouting during the games may be in the equation. When asked how this could possibly affect him should he get the top prize in his events, Bryan-Jay had this to say: “Malaking tulong [It’s a big help].” A scholarship could help the young athlete reach his goal of making it into the Philippine Team.
Now that the Palarong Pambansa is already here, Bryan-Jay, his coach Joyce Galura, and the rest of Region III’s athletics team are training double time. They work on improving every athlete’s technique and body conditioning. Before bed, the team will gather around in a circle and pray the rosary together. After which, coach Galura will individually talk to the athletes about their performance during trainings, certain things they need to improve upon, problems they encountered, and so on.
For now, Pacheco’s short-term goal is to bring honor to his region, school, family, and himself. “When I first received a phone call [saying] that Dumaguete City and the Province of Negros Oriental is hosting the 2013 PalarongPambansa… we [committee] are able to move mountains to make sure that your stay here in Dumaguete will bring a lot of memories when you go home to your respective province and cities all over the country,” said Dumaguete City Mayor Manuel Sagarbarria during the opening ceremony last April 21, 2013.
Mayor Sagarbarria said this year’s PalarongPambansa made a lot of difference in each lives.
Local host committee, headed by Negros Oriental Governor RoelDegamo, opened the PalarongPambansa 2013 with flying confetti and speeches at Governor Mariano Perdices Memorial Stadium. This year’s theme is “Sports: Road to Peace and Progress”.
“Sports events are definitely one of the reasons why we have good citizens and leaders in different sectors in our society,” Degamo said. He also said that sports teaches citizens the values of commitment, dedication, perseverance and honesty.
Also present in the ceremony were: Department of Education Secretary Br. Armin A. Luistro FSC, Assistant Secretary Tonisito M.C. Umali, Esq., Philippines Sports Chairman, Ricardo R. Garcia, Regional Director of Central VisayasCarmelita Dulangon, local representatives and teachers.
During his opening remarks, Governor Degamo said, “As the host province chief executive, I am very proud to welcome everyone to our beautiful and peaceful province. This is the first ever we gather together as to showcase our capabilities in the field of sports as well as our unique eyes and culture.”
Ten outstanding Negrense athletes were honored and awarded for representing the country all over the world.
PalarongPambansa, according to Governor Degamo, has proven itself as the venue for gathering thousands of people, not only to compete, but to strengthen friendship and camaraderie of athletes.
“As we finally open the PalarongPambansa 2013, it is my wish that this incident will not reduce the feeling of excitement and friendly competitiveness [that] I am sure everybody is feeling right now.”
He added that it is the hope over and above the strong peace competition.
PalarongPambansa is an annual sports event in the country. It is a one-week athletic event stressing 21 sports measures for both elementary and secondary levels. This year’s PalarongPambansa starts on April 21 to 27.

For the love of the game
Loving and staying loyal to a sport is one of the most amazing things in life. Christian V. Dimaculangan, a swimmer from team Calabarzon, shares his experience as an athlete.
Christian is a graduate of St. Bridget College in Batangas. He is second among four siblings. He was not in the best shape before he became a swimmer. He used to have asthma, and swimming was just one way to cure it. He tried the sport for a year and immediately got hooked to it. When he was in grade six, he joined their region’s delegation to the Palarong Pambansa.
Christian got into an accident in one of the Palarong Pambansa competition which ironically made him more loyal to the sport. A swimmer dived in and accidentally hit Christian on his face. He took the accident as a challenge to do better in swimming. It inspired him to excel in this field of sport. The accident also made him quite famous in their province. The accident became the turning point of his swimming career. But, as a normal human being, it came to the point that he wanted to stop his sport, not because of the accident but because of financial problems and bullies. A lot would criticize him and say “hindi mo kaya yan” (you can’t do it). As a strong athlete, he accepted these critiques and thought of it as a positive statement. The negative feedbacks that’s been thrown at him served as encouragements for him to continue to pursue his dream of becoming an Olympian. He’d rather say ‘thank you’ to these people whenever he meets them.
Still, Christian still gets nervous ever since the accident. He would sometimes remember the accident, but nevertheless, he stays positive. He always puts in his mind and heart that he is competing for his team. The discipline he learned started from Christian’s older brother who is also a swimmer. This discipline was passed on from the eldest to the youngest in his family. Part of their discipline in sports includes eating the right food and doing proper and regular exercise regularly.
The Palarong Pambansa thought Christian to socialize and make more friends with athletes who came from different kinds of families. He gets his strength from his family, friends, and from God.
His efforts paid off when he got into international competitions. He was able to compete in China and Indonesia. And this May, he will be in Thailand for an invitational competition for swimming. Despite his continuous growth in his sport, Christian is open to the possibility of winning and losing which is a sign of great humility. Christian is a graduate of St. Bridget College in Batangas. He is second among four siblings. He was not in the best shape before he became a swimmer. He used to have asthma, and swimming was just one way to cure it. He tried the sport for a year and immediately got hooked to it. When he was in grade six, he joined their region’s delegation to the Palarong Pambansa.
Christian got into an accident in one of the Palarong Pambansa competition which ironically made him more loyal to the sport. A swimmer dived in and accidentally hit Christian on his face. He took the accident as a challenge to do better in swimming. It inspired him to excel in this field of sport. The accident also made him quite famous in their province. The accident became the turning point of his swimming career. But, as a normal human being, it came to the point that he wanted to stop his sport, not because of the accident but because of financial problems and bullies. A lot would criticize him and say “hindi mo kaya yan” (you can’t do it). As a strong athlete, he accepted these critiques and thought of it as a positive statement. The negative feedbacks that’s been thrown at him served as encouragements for him to continue to pursue his dream of becoming an Olympian. He’d rather say ‘thank you’ to these people whenever he meets them.
Still, Christian still gets nervous ever since the accident. He would sometimes remember the accident, but nevertheless, he stays positive. He always puts in his mind and heart that he is competing for his team. The discipline he learned started from Christian’s older brother who is also a swimmer. This discipline was passed on from the eldest to the youngest in his family. Part of their discipline in sports includes eating the right food and doing proper and regular exercise regularly.
The Palarong Pambansa thought Christian to socialize and make more friends with athletes who came from different kinds of families. He gets his strength from his family, friends, and from God.
His efforts paid off when he got into international competitions. He was able to compete in China and Indonesia. And this May, he will be in Thailand for an invitational competition for swimming. Also, he was able to get a scholarship at San Beda College Mendiola, which he will be with on the said competition this May.

The ball is rolling
Cagayan Valley or otherwise known as Region 2, lies in the vast mass of land in the northeastern part of Luzon that comprises five provinces namely Batanes, Cagayan, Isabela, Nueva Vizcaya and Quirino. The major agricultural industries in Cagayan valley are rice and corn, and last January 11, 2008, the Cagayan Bureau of Fisheries and Aquatic Resources (BFAR) hailed them as the Philippine Tilapia Capital. Cagayan Valley is considered as an adventurer's paradise with its complex cave systems, rugged mountain peaks, white water rapids and beautiful beaches.

When the Storm Signal Spiked, So did their Spirits
When tropical storm “Pablo” hit last December 2012, the nation braised itself for the worst. According to PAGASA, with wind speeds reaching up to 185kph, it was expected to be the worst storm to hit Mindanao in the last 2 decades – an insult added to the injury in the form of Typhoon Sendong which tore through Northern Mindanao in 2011.
During the first week of December, Surigao del Sur conducted their Athletic Unit Meet in the Municipality of Lingig. It is one of the congressional sports tournaments which gives the qualifying winners the opportunity to compete for provincial level, to regional level and finally the national level or The Palarong Pambansa. Every year athletes and their coaches ready themselves for any challenge they may face. But this year, nothing could have prepared them from the disaster.
As Coach Edgar Bandola - from the Municaipaly of Hinatuan, Surigao del Sur – organized his team of primary school volleyball players for their scheduled event, he received a text message from their city mayor to cut the event short because of heavy rains on December 4.
“The Unit Meet was supposed to end on December 4,” said Coach Edgar. “But we received a text message from the mayor, the unit chairman, telling us to shorten the games so we can go home on [December] 3. At that time we were still at Lingig, the mayor told us that it was already signal number 1 in Hinatuan.” He continued.
Lingig, according to Mrs. Melba Ladroma, Surigao del Sur PESS Supervisor, suffered the most destruction from the calamity. “It was the areas near the boundary of Davao that was greatly affected, especially those near the coastlines,” she said.
“At first we paid no attention to the rain that got heavier and heavier... the games were not shortened and so we continued the games,” Coach Edgar relayed. Coach Edgar said he only began worrying when winds started getting stronger. “It was already signal number 2 in Hinatuan, and it was approaching Lingig.”
Dwenn Sumayo, one of Coach Edgar’s players in the elementary category, was in the game when the storm hit. They played through the storm against the other municipalities. It never occurred to them to leave the game unfinished. “I was worried when it began raining, but it was not so bad, we just played on,” he said.
After their respective events, they went home to Hinatuan on the afternoon of December 3. The storm had passed their municipality and moved on fully to Lingig and the rest of the coastal areas of Surigao del sur. “On the way home, we felt things were getting serious when we heard that residents of Lingig were being evacuated” said Coach Edgar.
They arrived unscathed, but their home was devastated. “A lot of trees were uprooted and fell on houses. One tree even destroyed our basketball court,” said Dwenn. Coach Edgar said that some classrooms of Hinatuan Central Elementary School have also been destroyed. They had no more place for learning or training after the storm.
Fortunately, there were no casualties in their home. The residents were already evacuated to safety. In addition, certain circumstances prevented some of the homes from serious damage. “It was a good thing they were constructing a building next to our house, it sheltered us from most of the prevailing wind,” said Dwenn.
Despite the loss, Coach Edgar took it upon himself to view the situation as a challenge and fight on. “We were given a responsibility to see these kids through, that’s why we have to go on. It’s all about the love for your work,” He said.
“I want the uniforms... I want to wear it as proof that I competed and I went to different places,” said Dwenn.
Despite the experience they had, they still managed to participate in this year’s Palarong Pambansa with focus and determination. Region X Aims For Top 3
Northern Mindanao is aiming for third place in this year’s Palarong Pambansa in Dumaguete City, Negros Oriental.
Northern Mindanao or Region X has been in the top five for three consecutive years already. That is why, for a change, Dr. Raymund Antolo PESS Director of Region X said that they are aiming higher.
“We aim higher. We want to be number three. It is not an ambitious target because if you say ambitious, it’s number one right?”
Antolo added that the athletes had intensive training for two months straight back in their region, which is why they expect a higher level of performance this time compared to last year’s Palarong Pambansa.
The delegates have been training nonstop since they arrived last April 12 at their billeting quarters in Bacong Central School. Athletes are allowed to go to their respective playing venues so they can practice.
According to Antolo, Northern Mindanao has its key strengths in ballgames such as football, volleyball and table tennis. During the 2011 Palarong Pambansa in Dapitan City, their football players emerged as heroes for their region after retaining fifth place.
Northern Mindanao considers Central Visayas or Region VII as their close rival, according to Antolo. The two regions have been competing over the top five overall placing for the past two years.
In 2011, Northern Mindanao beat Central Visayas for the fifth spot. However, Central Visayas took the fourth place in 2012 after they garnered 305.17 points, outdoing Northern Mindanao’s 170.5 points who took fifth place.
With a composition of 620 individuals in a total, the Region X delegation wants to do it all to grab their target spot. Would it be Region VI that would still become their close rival or would there be a change of spots. All results there could be will only be revealed soon in the next days. Even though they ranked 15th among the 17 regions in last year’s PalarongPambansa, the Eastern Visayas (Region 8) delegation is back with a renewed fervor.
“Yung battle cry namin is go for gold…go for glory at mai-aangatnatinangatingrehiyon (Our battle cry is to go for gold and glory so we can bring honor to our region),” says Rey M. Sinoc, one of the sports coordinators for Region 8.
According to Rey F. Bulawan, a member of the management staff from Region 8, they have changed their strategy for this year’s Palaro. Instead of training the athletes by district, this year they gathered them all in one “concentration camp.”
The camp has been going on since April 1.
“Sabiko, ‘this is it,’ dahilyung passion nilatalagangmataas (I told myself that this is it because they’re passion is really high),” says Bulawan.
This year, the events they’re looking forward to be at edge of other regions baseball, athletics, tennis and swimming.
But besides sports, Region 8 also makes sure that the athletes’ academics aren’t sacrificed. In fact, they have many valedictorians and honor students in the team. “Nasa priority pa rin yung pag-aaral,” says Bulawan.
He says that one of the strategies they use is “focus group discussions” where athletes under the same sport are grouped together and are given special attention with the subjects they didn’t understand well.
Some athletes also go to school early so that by 3- 5 PM on school days, they could practice within the safe parameters of their campus.
This sense of discipline among the athletes is just a reflection of their trainers and coaches’ work ethics. Bulawan says that their coaches display discipline even up to the tiniest detail of hanging their clothes and keeping their rooms clean in the billeting quarters.

A barefoot runner, a Country’s Pride
A daughter of a vendor from Lambunao, Iloilo, Joneza Mie Sustituedo has made a name in the 2012 Association of Southeast Asian Nations (ASEAN) School Games at the Delta Stadium Athletics in Surabaya East of Java in Indonesia where she bagged a silver medal with the time of 10:54.83 for the 3,000 m event.
A petit, 14-year-old, Joneza has already made a record of 10:40.6 for the 3,000 m event during the 2012 Palarong Pambansa which was held at Lingayen Pangasinan. Still, she maintained her record for both 1,500 m and 3,000 m events with the time of 4:58.3 and 10:43.1, respectively.
In Iloilo, Joneza was discovered by Coach Seron Ceballos when she was 10 years old and won her first event that made her get in to the Western Visayas delegation for the Palarong Pambansa. She started running when she was still in her 5th grade with the guidance of her father, Joel Sustituedo, who, at the same time, is her personal coach. Well, it seems that they’re destined for the game, Joneza’s father Joel was also an athlete on the same event during his younger years.
Huwag ka na mag-training kasi hindi ka naman aasenso diyan – This was the very words that her neighbor told her when she got interested with sports. It was what she vividly remembers most often, however, she proved them wrong by showing to them that she’s able to raise, not just the flag but also the pride of the Philippines.
Speaking of the Philippines, Joneza already made several records in different local and national competitions in the country. Aside from winning the Palarong Pambansa 2012, she also took part of the Milo little Olympics competition and the Batang Pinoy in which an athlete will be invited to train in China if he/she’s able to get three gold medals. Unfortunately, in Joneza’s case, she was not invited because she only got two gold medals from her two events.
What’s amazing about this young girl is that she runs barefoot. “Para kasi akong nakalutang pag naka pa-a akong tumakbo”, Joneza explained. She added that even if she’s given the most expensive shoes, still, she chooses to run barefoot.
Joneza believes that through education, she will be successful in life. So despite the different schedule she has for practices, she makes sure that she balances her time well, especially for her studies. Mr. Nory Apuhin, coach of the Western Visayas delegation for athletics, for this year’s Palarong Pambansa, describes her as an athlete who eagerly listens and follows what a trainer says. Although he is not the direct coach, he could see that Joneza has determination and is well disciplined.

Why NegOr won the bid for Palarong Pambansa
“I believe it was God’s will that we [Negros Oriental] will host PalarongPambansa 2013”, Governor Roel Degamo said in an interview a few days before the opening of the Palarong Pambansa in Dumaguete City.
After meeting the conditions of the Department of Education and Philippine Sports Commission, Negros Oriental won the bid for the hosting of Palarong Pambansa 2013 against Negros Occidental with 11 out of 19 votes in favor of the province.
“Mountains divide, seas unite. Negros Oriental is one in its endeavors. When I received the letter addressed to me by DepEd Secretary Armin Luistro, I was very happy,” Degamo recalled.
The provincial government said they have been preparing for Palarong Pambansa for the past ten years. The decision was made after a selection and deliberation process of the conditions provided by DepEd which include the availability of the following: billeting quarters, transportation, playing field/venue, budget, food support, and medical contingency plan among others. When it comes to the preparations, Degamo said, “All the stars are laid down.”
The Regional Development Council passed a resolution supporting the bid of the province. As of the moment, the preparations made for Palarong Pambansa is 98 percent complete.

The Regional Development Council passed a resolution supporting the bid of the province. As of the moment, the preparations made for Palarong Pambansa is 98 percent complete.

Additional requirements set for players in 2013 Palarong Pambansa
OZAMIZ CITY, Misamis Occidental, Feb. 1 (PIA) -- The Department of Education (DepEd) has announced certain adjustments in the requirements for players in this year’s Pambansang Palaro (PP) in Dumaguete City on April 21-27.
Among these is that each player from the public schools shall be facilitated with Learners Registration Numbers (LRN) and the need for new medical/dental records as both examinations are valid only for three months.
However, there is no need for the National Statistics Office (NSO) Certificate for previous players, since these data are already at the website for players of the 2010-2012 PP, Dr. Allan G. Farnazo, officer-in-charge of DepEd - Region 10.
Meanwhile, the Division validation of documents of the players and coaches will be conducted by the Regional Screening Committee in Feb.11-15 in Bukidnon, Misamis Oriental, Cagayan de Oro City, Gingoog City, Valencia City, Malaybalay City and El Salvador City; and in Feb. 18-22 in Tangub City, Ozamiz City, Misamis Occidental, Oroquieta City, Iligan City, and Lanao del Norte.
On the other hand, the 2013 PP will be hosted by the provincial government of Negros Oriental and DepEd - 8, assisted by the Schools Divisions of Negros Oriental and Dumaguete City.
The Palaro aims to promote physical education and sports as an integral part of the basic education of DepEd for holistic development of the youth to become responsible and globally competitive.
It also aims to inculcate the spirit of discipline, teamwork, excellence, fair play, solidarity, sportsmanship, and other values inherent in sports and provide a database for a valid and universal basis to further improve the school sports development program.
It likewise widens the base for talent identification, selection, recruitment, training and exposure of elementary pupils and high school students to serve as feeder to the National Sports Association (NSA) for international competitiveness.
The sports events played in the 2012 Palaro with its general and technical guidelines will remain modified, effected or revised, during the 2013 PP, Farnazo said.

Ito ang masayang ibinalita ni Wushu Federation of the Philippines (WFP) president-elect Tan She Ling sa ginanap na 25th Anniversary at 17th Induction ceremony kamakailan sa harap ng mga miyembro sa buong bansa sa Century Park Hotel.
“Beginning next year, wushu will be a part of the Palarong Pambansa. In the pipeline is the inclusion of Taiji in the elementary and high school curricular. We thank the Department of Education for extending a helping hand,“ sinabi ni She Ling, nakakuha ng panibagong apat na taong mandato.
Ipinagmalaki din ni She Ling ang nakamit na tagumpay ng WFP sa nakalipas na 25 taon o sapul nang itatag noong 1987 kung saan nakakolekta ito ng kabuuang 90 ginto, 86 pilak at 73 tansong medalya sa lahat ng nilahukang mga internasyunal na torneo.
Isa na dito ang pinakaaasam ng Pilipinas na gintong medalya sa kada apat na taong Olimpiyada matapos magwagi si Willy Wang sa men’s nanquan at nangun event bagamat hindi nakabilang ang panalo sa 2008 Olympic Games’ official medal tally dahil kinikilala lamang ang isport bilang demonstration.
“Our athletes have brought home two gold medals each from the most recent World Championships and Sanda World Cup which were both held every two years and are the highest level of wushu competition. A testament to the status that Philippines can be world power in Wushu,“ dagdag ni She Ling.

Futsal to debut in 2013 Palarong Pambansa
Futsal will be a demonstration sport in this year's Palarong Pambansa to be hosted by the province of Negros Oriental in April, the Department of Education (DepEd) said Wednesday.
Assistant Secretary Tonisito Umali, DepEd spokesman and head of the education department's Task Force on School Sports, said in an interview with GMA News Online that the first futsal teams to be fielded will be made up of elementary school girls in teams of five members.
The DepEd official said futsal is suited to the Philippine education system which has about 40,000 public schools.
“Ngunit halos kalahati ng mga paaralan na iyan ay mayroon na pong basketball court na kung saan puedeng gawin ang futsal. Very basic skills na dapat malaman ng ating mga anak—feet hand, agility skills mangyayari kung sila po ay naglalaro ng futsal,” Umali said.
He said futsal is being introduced in the various regions and the DepEd is awaiting word from the field on how many teams will be field in the Palaro from April 21 to 27 in Dumaguete.
In an earlier interview with GMA News Online, PFF president Mariano 'Nonong' Araneta said their national sports association opted to team up on football and futsal with the DepEd instead of mounting its own tournament.
Araneta said futsal is part of the PFF's Kasibulan grassroots program. “In some countries, they introduce futsal as their grassroots [program] for 6 to 8 [year-old kids] because [the game has] more touches and can be played on basketball courts.”
He said the PFF has formed a futsal committee that is coordinating with the DepEd.
Araneta said the PFF is helping the DepEd train its sports coaches and physical education teachers to acquaint them with the Laws of the Game of football.
"Expenses of the pupil-athletes and school coaches relative to their participation in the Program shall be shouldered by the PFF. No funds coming from the Deped shall be used. There shall be no fund-raising activities by the field officials, public school administrators, or teachers for the said purpose," according to the DepEd Memorandum No. 188 on the Kasibulan program.
DepEd's Umali clarified in the interview with GMA News Online that the DepEd promotes school sports primarily to inculcate the discipline it takes to engage in sports while it is the Philippine Sports Commission with the primary mandate on sports.
The DepEd has special schools for sports where students gifted in sports abilities go through a different curriculum that allows more time and training for the competencies.
